Installing Programs

So far, as I've seen. I've found no way to install programs from the internet. as of course I'm creating an OS I would like to be able to have the full functionality of installing and using programs as well as things like displaying them on the desktop.

I am developing in VB 2010 and consider myself OK at VB but I'd like to have the whole functionality of an OS as listed above along with fileing systems and such which I can manage to work out.

It's not and will never be. Applications require the Windows runtime, which is crazy to implement so no way.
Besides if you're into filesystems, I suggest reading a few whitepapers about existing ones (ext2, fat, iso9660 etc.).
